Black Communities Face Prolonged Power Outages — A Crisis of Neglect

August 25, 2026

When the Lights Go Out and Stay Out

Across the country, predominantly Black communities are enduring prolonged power outages that have turned a utility problem into a public health and safety crisis. In Memphis, over 100,000 households lost power after a severe thunderstorm, with roughly 50,000 residents in the 62% Black city still without electricity. In Gary, Indiana — a 76% Black city — tens of thousands have gone nearly two weeks without power.

The outages are not random. Research shows high-minority areas are four times as likely to suffer blackouts compared to predominantly white areas. The pattern points to systemic underinvestment in the infrastructure that serves Black communities.

A Crisis That Turned Fatal

The stakes became tragically clear earlier this month when a Black family was found dead in Rocky Mount, North Carolina, after their power was disconnected over an unpaid bill. More than 1 in 10 Black households currently carry an overdue utility balance — a rate three times higher than for white households.

For families without power, the consequences ripple outward: spoiled food, lost work, unsafe temperatures, and for those with medical needs, life-threatening conditions. When outages stretch for days or weeks, the burden falls heaviest on those least able to absorb it.

Demanding Accountability

Community advocates are calling on utility companies and elected officials to prioritize restoration in underserved neighborhoods, invest in grid modernization, and end practices that disconnect vulnerable households. The crisis in Memphis and Gary is a reminder that reliable power is not a luxury — it is a basic necessity that every community deserves.

For Black Atlanteans, the lesson is one of solidarity and vigilance: when one community is neglected, it is a warning to all. Staying informed, supporting mutual aid efforts, and holding utilities accountable are essential steps toward a future where no community is left in the dark.
