As the Congressional Black Caucus Foundation marks 50 years of shaping policy and possibility, more than 20,000 Black leaders and community builders are gathered in Washington, D.C. this week, turning the 55th Annual Legislative Conference into a living blueprint for our future.
A Golden Anniversary at a Critical Moment
At the Walter E. Washington Convention Center, September 16–20, 2026, the Congressional Black Caucus Foundation’s 55th Annual Legislative Conference (ALC55) is more than a meeting—it is a milestone. Under the theme “Rooted, Ready & Rising,” the CBCF is celebrating its 50th anniversary while confronting some of the most urgent threats and opportunities facing Black America today (cbcfinc.org).
Since 1971, the ALC has grown into the nation’s leading Black public policy convening, a place where ideas become legislation, networks become movements, and hallway conversations become community campaigns. What began as a small gathering of lawmakers has evolved into a multi-day, multi-generational convergence of power, purpose, and possibility for Black people across the country.
Who’s in the Room: A Cross-Section of Black Power
This year’s conference draws over 20,000 attendees, filling ballrooms and breakout rooms with a cross-section of Black excellence and everyday leadership. Members of Congress walk the same corridors as cabinet officials and mayors. HBCU presidents strategize alongside Fortune 500 executives. Civil rights lawyers share space with grassroots community advocates, student organizers, faith leaders, and culture shapers from Atlanta to Oakland, from Jackson to the DMV.
That mix is intentional. The CBCF’s mission has always been to connect policy with people—ensuring that the lived experiences of Black communities inform the laws, budgets, and technologies that shape our lives. At ALC55, the halls are buzzing with side conversations about school funding in Southwest Atlanta, hospital closures in rural Georgia, and how AI is already reshaping hiring, housing, and policing decisions.
Signature Events That Feed Spirit, Strategy, and Culture
ALC55’s heartbeat can be felt in its signature events, each designed to nourish a different part of Black life. The National Town Hall sets the tone, bringing together lawmakers, organizers, and thought leaders for an unfiltered conversation about where we stand and where we must go next. The Day of Healing Prayer Breakfast offers sacred space for interfaith reflection and collective grounding before the policy battles ahead.
The Gospel Extravaganza reminds attendees that joy and praise are also forms of resistance, while the legendary Black Party turns the convention center into a celebration of Black culture, creativity, and connection. The capstone Phoenix Awards Dinner honors those who have carried our communities through fire and emerged with new wings—activists, artists, public servants, and quiet heroes whose work rarely makes headlines but always changes lives (cbcfinc.org).
Over 100 Free Forums: Policy, Practice, and Real-Life Impact
At the core of ALC55 are more than 100 free public policy forums and brain trusts open to the public, many of them standing-room-only. Sessions tackle healthcare, education, economic empowerment, and social justice from a distinctly Black lens (cbcfinc.org).
- Healthcare: Panels unpack the life-or-death stakes of Medicaid cuts proposed in the One Big Beautiful Bill Act, highlighting how Black seniors, disabled neighbors, and low-wage workers would be disproportionately harmed if coverage is stripped away.
- Education: HBCU leaders and K–12 advocates discuss attacks on honest Black history, student debt, and how to secure sustainable funding for Black-serving institutions and schools.
- Economic Empowerment: From sessions like “Limitless Possibilities: Financial Freedom Blueprint” to small business roundtables, experts share strategies for moving from income to ownership, and from survival to generational wealth.
- Social Justice: Lawyers, organizers, and tech critics dig into policing, voting rights, and the new frontier of AI bias—examining how algorithms can harden discrimination unless Black communities are at the table shaping rules and safeguards.
“A Clarion Call for Our Community”
CBCF Chair Rep. Yvette D. Clarke has described this year’s conference as “a clarion call for our community.” That call is ringing through every plenary and hallway conversation. With the 2026 midterm elections looming, voting rights, redistricting, and turnout strategies are threaded through panels on almost every topic. The message is clear: policy wins in Washington mean little if our people are blocked, discouraged, or too exhausted to vote back home.
Speakers are challenging attendees not just to stay informed, but to go home and organize: to register neighbors, train poll workers, support local candidates who share our values, and hold every elected official—regardless of party—accountable to Black communities’ needs and dreams.
Why ALC55 Matters for Black Atlanteans and Black America
For Black Atlanteans, many of the debates unfolding in D.C. this week will be felt directly along the MARTA line, in APS classrooms, on the BeltLine, and in our neighborhoods from Bankhead to Cascade. Medicaid decisions in Congress influence whether Grady and other safety-net hospitals can keep their doors open. AI rules debated in Washington will shape how local employers screen résumés, how landlords evaluate tenants, and how police departments deploy surveillance tools in Black neighborhoods.
ALC55 is also a powerful reminder that Atlanta is not alone. The same fights we’re waging over housing costs, school quality, public safety, and cultural preservation are playing out in Detroit, New Orleans, Houston, and beyond. This conference creates a shared playbook—one that Black cities and rural communities can adapt to their own realities while moving in coordinated, collective power.
Your Call to Action: From D.C. Back to the Block
You don’t have to be in Washington this week to answer the clarion call of ALC55. Sessions are being streamed, recapped, and discussed across social media. Many materials and recordings will be available on cbcfinc.org. Make time to watch a panel on healthcare or AI bias with your family, your church group, or your coworkers. Discuss what policies would most change life on your block—and who you need to pressure to make them real.
Then act. Register and verify your voting status ahead of the 2026 midterms. Support Black-led organizations in Atlanta that are fighting Medicaid cuts, pushing for fair housing, or training the next generation of tech and policy leaders. Encourage young people to apply for CBCF internships and fellowships so they can bring Atlanta’s voice directly into the halls of power.
“Rooted, Ready & Rising” is more than a theme—it is a charge. Rooted in our history, ready for the fight ahead, and rising together, Black America is once again convening to decide its own future. The question for all of us, in D.C. and in Atlanta, is simple: how will we answer?
