Rising Rents Are Erasing Atlanta's Black Commercial Legacy — Here's the Fight to Save It

In 2023, a coffee shop owner in Cascade Heights had a story that should not have ended the way it did. His business was not failing. In fact, it was thriving, a beloved community gathering place that had weathered five years of challenges including a global pandemic. But when his landlord hit him with a 22 percent rent increase on a Friday, by Monday BUZZ Coffee and Winehouse was gone.

BUZZ's story is not an outlier. According to urban policy researchers and community advocates, it is the defining story of Atlanta's historically Black commercial corridors right now. And if action is not taken, it will become the defining story of Atlanta's Black future.

The Crisis in Atlanta's Black Business Districts

Atlanta's Black commercial corridors, stretching from Sweet Auburn to Cascade Heights to Pittsburgh and beyond, represent more than just real estate. They are living archives of Black entrepreneurship, resilience, and community identity. These are the blocks where Black doctors, lawyers, barbers, grocers, and restaurateurs built their practices and their livelihoods when America's white-owned economy refused to serve them or hire them. These corridors are the economic backbone of the Black Atlanta that the world celebrates.

But today, those corridors are under assault from forces that have nothing to do with the quality of the businesses on them. Skyrocketing commercial rents, driven by speculative real estate investment and rapid neighborhood gentrification, are pricing out the very businesses that gave these neighborhoods their character and their value in the first place. When a long-standing Black-owned business closes, the damage radiates outward: jobs disappear, dollars leave the community, cultural anchors are lost, and the social fabric that holds a neighborhood together begins to unravel.

The Scale of the Problem

The displacement is happening at a pace and scale that has alarmed community leaders, former mayors, and policy researchers alike. Alex Camardelle-Floyd of Kindred Futures, an Atlanta-based policy organization, has documented the crisis across multiple commercial corridors. The pattern is consistent: rents rise faster than revenues, landlords receive higher-value offers from chain retailers or developers, and Black business owners who have built their livelihoods in a neighborhood are shown the door without ceremony.

Former Atlanta mayors have joined efforts to highlight the importance of the city's minority contracting program and its economic impact. But contracting programs alone cannot address the commercial space crisis. What is needed is a comprehensive policy response that treats commercial space as what it truly is: a community asset, not simply a commodity.

The Staying Power Toolkit

A new policy framework, the Staying Power Toolkit, has been developed to address the commercial displacement of Black businesses in Atlanta. The toolkit proposes interventions across three strategic dimensions.

Capital strategies include dedicated rent stabilization funds that provide bridge support to established Black-owned businesses facing unsustainable rent increases, as well as community acquisition vehicles that enable neighborhoods to collectively purchase commercial properties and hold them in trust for community benefit. These tools allow communities to remove key commercial corridors from the speculative market entirely.

Spatial strategies focus on unlocking underused industrial land for small-scale retail development. Atlanta has significant inventories of underutilized industrial and warehouse space that could be converted into affordable commercial space for small businesses at a fraction of the cost of traditional retail development. Redirecting this inventory toward Black-owned businesses could open new corridors of opportunity while reducing pressure on existing ones.

Ecosystem strategies aim to strengthen the networks, mentorship structures, and business support systems that business owners rely on to survive and grow. Access to affordable legal counsel, financial literacy training, cooperative purchasing arrangements, and marketing support can make the difference between a business that weathers a rent shock and one that closes.

Why Commercial Space Is a Civil Rights Issue

It is tempting to frame the commercial rent crisis as a purely economic problem. But the history of Black entrepreneurship in America tells a different story. From the destruction of Tulsa's Greenwood District to the urban renewal programs that bulldozed Black business districts across the country in the mid-twentieth century, the erasure of Black commercial spaces has always been intertwined with the broader project of suppressing Black economic power.

When BUZZ Coffee closes, it is not just a business that is lost. It is a community anchor, a gathering place, a symbol of what is possible. When Sweet Auburn loses another Black-owned enterprise to a chain retailer, Atlanta loses a piece of its soul. The market alone will not protect these spaces. Policy, community organizing, and intentional investment must step in where the market fails.

What You Can Do

The fight to save Atlanta's Black commercial legacy requires action at every level. At the community level, patronize Black-owned businesses in historically Black corridors with intention and regularity. Your presence and your dollars are the first line of defense. Advocate for commercial rent stabilization policies at city council and in state legislative sessions. Support community land trust initiatives that keep commercial corridors in community hands.

If you are a commercial property owner, consider the long-term value of anchor Black businesses in your buildings. Short-term rent maximization that drives out established tenants often leads to longer-term vacancy and neighborhood decline. Be a partner in community resilience, not just a landlord.

And if you are a policymaker, treat this crisis with the urgency it deserves. The Staying Power Toolkit provides a practical roadmap. The will to implement it is the only missing ingredient.

Atlanta's Black commercial legacy was built by generations of entrepreneurs who refused to accept the limitations placed on them. The least we can do is refuse to let it be erased on our watch.
